Third-country nationals shall promptly report to the immigration authority, Police or the consulate officer if staying abroad, if their travel document or residence permit is lost, stolen or destroyed. The competent regional directorate, the Police or the consulate officer shall provide a certificate to the reporting third-country national – upon providing proof of citizenship – to confirm receipt of such notification.

Unless otherwise provided by international agreement, the third-country national whose travel document is lost, stolen or destroyed is required to obtain a replacement travel document. Such third-country national will be allowed to leave the country only in possession of the new travel document and a certificate of the notification, or in possession of the expired travel document.

The immigration authority shall be immediately notified in the event that a travel document, which was presumed lost and reported as such, is found subsequently.

Third-country nationals holding an EU Blue Card shall notify the immigration authority responsible for the place where the place of accommodation of the third-country national is located concerning the termination of their contracts for employment relationship, of entering into another similar contract subsequently, within five days from the date of commencement and termination of such contracts.

For the notification no special form is required, and it can be made free of charge.

If the third-country national plans to stay in Hungary for over 30 days, his/her place of accommodation in Hungary can be registered on the electronic platform of the immigration authority for procedure initiation (Enter Hungary) by providing his/her personal identification data within three days from the date of entry.

When relocating, third-country nationals shall notify the immigration authority electronically upon registration on the electronic platform of the immigration authority for procedure initiation within three days of the change of accommodation.

It is important to know that the third-country national is required to register his/her place of accommodation with the competent regional directorate even if staying at a commercial lodging that is required to keep a guest book, if his/her stay in Hungary exceeds thirty days from the time of entry, or if he/she is submitting an application for the issue of a residence permit or for the extension of an existing residence permit.  

Third-country nationals are required to safeguard the confirmation slip, endorsed by the authority received upon notification of the place of accommodation and to carry it at all times for the purpose of inspection by the authorities.

The registration is free.

Third-country nationals holding a visa for a validity period not exceeding 90 days, or a visa for a validity period exceeding 90 days within any 180 day period, a residence permit, and/or third-country nationals with immigrant or permanent resident status shall report the birth of a child in the territory of Hungary and shall simultaneously supply the following information:

o       the natural identification data of the child;

o       particulars of the child’s travel document;

o       address of the child’s place of accommodation or home address.

 Third-country nationals shall report their giving birth to a child to the regional directorate of jurisdiction by reference to the place where the parent’s place of residence or place of abode is located, submitted on a standard form, a model of which is contained in specific other legislation, and shall present the child’s birth certificate within three months from the date of birth.

The competent regional directorate shall issue an interim permanent residence permit or national permanent residence permit to the child of a third-country national with immigrant or permanent resident status born in the territory of Hungary without delay.

If a third-country national with resident or immigrant status has a child born in the territory of Hungary, who is considered a third-country national, the birth of such child shall be registered and:

o an interim permanent residence permit shall be issued for him/her if the parent has an interim permanent residence permit;

o a national permanent residence permit shall be issued to him/her if the parent has an immigration permit, a permanent residence permit, national permanent residence permit or an EC permanent residence permit.

Any third-country national who received his/her long-term visa or residence permit for reasons of family reunification shall be required to report to the competent regional directorate of jurisdiction by reference to the place where the residence of the third-country nationals is located if his/her marriage is dissolved or in the event of the death of his/her spouse within thirty days following the spouse’s death or the final court ruling for the dissolution of the marriage with the relevant documents attached.

For the notification no special form is required, and it can be made free of charge.

In the event of change in the third-country national’s any data, such as his/her surname, forename, sex, citizenship, a replacement residence document may be requested. The application must be accompanied by the documents in proof of the change of data in the residence document.

The fee charged for an application for the issue of a residence permit, immigration permit, permanent residence permit, national permanent residence permit, interim permanent residence permit and EC permanent residence permit is HUF 10,000 for a replacement document, payable by way of electronic payment instrument (bank card) or in the form of bank deposit (using the cheque supplied by the regional directorate) at the time when the application is submitted. In respect of yellow cheques, in the “comment” box the client’s name and date of birth, and the case type “Document Replacement” shall be indicated.

If the third-country national’s residence permit document is lost, destroyed, stolen or damaged, a replacement residence document may be requested.

If the notice referred to above is submitted to the consulate officer, the third-country national may submit a request for a replacement residence authorisation to the consulate officer as well.

Third-country nationals with permanent residence status are required to report – under specific other legislation – the change of their address registered in the procedure for granting permanent residence permit to the district (Budapest district) office the Budapest and county government agency of jurisdiction by reference to the new address. Change of address shall not entail the replacement of the permanent resident permit. The new address shall be contained in the personal identification number and official address card issued by the district office, which means that this official document shall be kept together with the resident permit, and shall be surrendered to the duly empowered authorities upon request.

A third-country national who has been granted permanent resident status shall be entitled to a permanent personal identification document. When the first personal identification document is issued after the permanent residence permit has been received, the third-country national must appear in person at document bureau of the competent district office.
