Hereby we inform you that the OIN’s Appointment Booking System (that can be found on the OIN’s webpage, on http://www.bevandorlas.hu/) was updated taking into account the last period’s experiences. Owing to the update, the reservations will adjust to the specific cases and also to the number of the clients (1 person; 2 or 3 persons; 4 or more persons) with periods of 15 to 180 minutes (the periods image the real duration of the administration). Developing the clients’ better access to the system, one registration will be able to handle as a maximum of 3 reservations only at the same time. In case of timeout or cancellation, new reservations could be booked with the same registration.
Another innovation could be that it will be compulsory to type that client’s name who turns up in the OIN’s branch office to administrate his / her case. The reservation could be finalized only with typing the name of this client. If the client’s name (who appears ahead of the administrators) is not the same that can be found in the reservation, then the client has to draw a number from the queuing machine that can be found at the entrance of the branch office. Please note that a finished and finalized reservation could not be reopened thus it is not possible to change the client’s name after finalization.
According to the installation of the differentiated periods of administration to the booking system, the OIN will cancel the – previously finalized and available for 30-minutes-long - appointments scheduled after 11/03/2016. Please rebook your appointments if they are valid after the aforementioned date. Please note that there is still a possibility – with personal appearance and queuing a number - to manage your cases without booking appointments at the OIN’s branch offices.
We hope you will like our updated Appointment Booking System which will made the administration more predictable and smooth, provides a broader access to the system for our Clients, and simplify the management in the Office of Immigration and Nationality.

Last Year was extraordinary, because a migration pressure has reached Hungary like never seen before - said Zsuzsanna Végh, the General Director of the Office of Immigration and Nationality (OIN) at the press conference.
She said, although it was previously signified on international forums, that the importance of the Balkan route will increase due to the illegal migration, the decision-makers of the European Union saw no serious risk in these alerts. However last year extreme growth could be perceived: the number of the illegal border crossers was more than 414 000.
Zsuzsanna Végh said: Among the illegal migrants, who moved on the West Balkan route, there were genuine refugees from the crisis zones, and there were people who were on their way for economic reasons.

She added that in the first half of the year the number of asylum applications almost "passed along" the number of the aliens’ policy procedures, however in early summer the gap has grown, people who arrived illegal did not apply for asylum, they even explicitly refused to cooperate with the authorities and denied to contribute to the registration.
The General Director stated: according to the data of November, Hungary has registered the second most (177 000) asylum application in the European Union, regarding the number of asylum applicants per thousand inhabitants Hungary was the first between the 28 Member State.
Most of the applicants came from the Middle East, central and southern parts of Africa north and central parts of Asia and the Western Balkans. Most of the applicants were Syrian - or claimed to be - as well as Afghan, Kosovo, Pakistani, Iraqi, they were together the ninety per cent of all applicants. Earlier this year, the applicants came mainly from Kosovo, later people from crisis zone dominated.
Comparing to the previous years the number of unaccompanied minors were increased last year, 8 000 of them were registered, but many of them has left the country within a short period of time. In the matter of the most of the asylum application procedures – in 152 000 case -, the process had to be terminated, because the asylum applicant has left for unknown location. The applicants were conducted in international protection in the 15 percent of the merit conducted procedures, primarily Syrians, Afghans and Somalians.
The OIN expends approximately HUF 5.5 billion expressly for the feeding, healthcare and for the appanage of the Refugees.

The Director General said: they endeavored to record the fingerprints and to transmit them to the international database, to take biometric photos, to register personal data, and to capacity building.
She recalled: on th 16th of September there were riots in Röszke, although the migrants could have sought asylum just within a couple of meters from the location in the transit zone, but they did not.
She denoted: as a result of the government measures - the modified legislation, the temporary technical closing of borders, the closing of the green border, creating the transit zones, changing the asylum rules – ‘the problems related to migration has temporarily been solved’, the routes of migration have changed and the migration flow currently bypasses the country.
The number of illegal border crossers has declined; in the last two months of the year barely a thousand apprehensions supervened. The number of the asylum seekers has significantly dropped, around 5500; in three months it did not reach the number of two-three weeks in the summer.
Károly Konrát, the Parliamentary secretary of the Ministry of Interior emphasized that the government maintained a definite migrant policy from the very first moment and took action to prevent the danger first. These measures defended not only the Hungarian borders, but also defended the borders of the EU.
He denoted: the starter budget of the office in 2015 was HUF 9.7 billion, during the year the government has given an additional HUF 10 billion to the OIN. He noted: it is regrettable that the EU has offered much less subsidies for Hungary than for other stakeholder EU countries. He emphasized that the legislative changes made it possible to conduct the asylum procedures faster and more rigorously. The Secretary of State declared the work of the Office successful and efficient but he also noted the ‘we must be vigilant’ because the migration crisis is not solved, we do not know how the situation develops.

He pointed out that thousands of migrants are still arriving from Greece, and as long as the EU can not achieve the protection of the Greek border, the problem will not cease. He referred to the fact that according to the forecasts this year 1 million migrants may reach Europe. With regard to Austria reinstated border controls, in response to the questions he explained that it shows that Austria realized that they can not maintain their previous position. The decision is still fresh, the experience will be assessed, but it is certain that the border check will slow down to get to Austria- he added.
Answering the question, Zsuzsanna Végh said, that the rest of the EU is struggling with the problem that the applicants for asylum ‘disappear’ in the eyes of the authorities, that is why there are only few returns and if they are even returned – for example to Hungary – the migrants disappear there as well and ‘they are wandering among the Member States’.
With regard to the incidence at the reception point at Kiskunhalas, she emphasized that last year more than one hundred extraordinary incidence happened, these were all investigated and the OIM does so in this case as well.

“Closed" label placed on the gate of Debrecen reception center on Wednesday, making the local refugee reception center which has operated for twenty years in the city officially and symbolically closed.
Kontrát Károly the Parliamentary Secretary of the Ministry of the Interior, recalled in the reception center closing event, that since the opening of Debrecen, 73 thousand people passed through the camp, first South Slavic, and then mostly Afghan, Iraqi, Syrian and Kosovo migrants. In Debrecen organized and professional work was running while operating the camp- said the secretary of state, adding that with using safety border closing, legal protection and manpower, "we have defended the country, now the migrants avoid us, while south from us, thousands of people come to Europe every day." The danger is therefore not passed, and a new threat is: the resettlement quota, which represents an additional threat of crime and terrorism point of view - drew attention Károly Kontrát. The Secretary of State therefore called important: to more people sign Fidesz anti-resettlement quota initiative to support the government's action, and to be part of the joint outcome.
Lajos Kósa the leader of the Fidesz parliamentary group said that Debrecen has performed well in recent years in solidarity and humanity, at the same time closing the institution is a good solution, because "today the borders have to be defended, instead of building refugee camps all around Europe." According to the ruling party politician the number of migrants started to increase rapidly when the European Union has forbidden to put the migrants into detention during the asylum procedure. He recalled that in 2012 2500-3000 refugees came in the country in one year, in 2013, 18 thousand, 43 thousand in 2014, and in 2015 more than 300 thousand.
According to Lajos Kósa the "irresponsible EU politicians" who sent a message to migrants “here we are waiting for you with open arms” also contributed to this migration wave. He added also that refugees come from the world’s 110 countries to Europe, and around 38 million people are currently living in camps.
Europe is not able to solve the world's poverty problem "- he said, pointing out the fact that the southern European countries suffer from high unemployment. He explained that the Hungarian government and the Hungarian parliament deserve our highest appreciation since they rightly criticize the whole EU migration policy. "We have to protect the borders, the resettlement quota is contrary to all domestic and international law," - he added. “European politicians are sanctified and immoral since they asseverate things that themselves do not observe" - he said, adding: Hungary is a democratic, solidarity-based, open country, and perhaps the only one that complies with the Schengen and Dublin agreements”. “He also emphasized “the borders have to be defended, instead of building refugee camps all around Europe”.
László Papp, the major of Debrecen thanked the Government’s coherent migration policy which enabled the closure of the camp with significant security risk. He mentioned that the reception center was opened on 11 August 1995, under the Horn-government during the interior ministerial term of Gábor Kuncze, and it took twenty years to be closed. He pointed out that he agreed on the closure of the camp with Viktor Orbán at the signing of the Modern citys program, and the Prime Minister’s and the Government’s coherent migration policy enabled the "closed" sign on the gate of the camp.

EASO Annual Report on the Situation of Asylum in the EU
Today EASO released its yearly reference report: The Annual Report on the Situation of Asylum in the European Union 2014. The report aims to provide a comprehensive overview of the situation of asylum in the EU+ (EU Member States plus Norway and Switzerland) by examining requests for international protection to the EU, analysing application and decision data, and focusing on some of the most important countries of origin of applicants for international protection.
In 2014 there were more than 660 000 applications for international protection in the EU+ - the highest number since the beginning of EU-level data collection in 2008. The highest numbers of asylum applicants recorded were citizens of Syria, the Western Balkan countries combined, and Eritrea. The main receiving countries were Germany, Sweden, Italy, France and Hungary. At the end of 2014, more than 500 000[1] people were awaiting a decision on their asylum application in the EU+; the volume of pending applications increased by +37% compared to 2013. The number of applications from citizens of Western Balkan countries reached 110 000 with a significant share from Serbia and Kosovo. The ongoing crisis in Syria posed a key challenge in the EU+ in 2014 as the number of applications from Syrians reached more than 128 000. Afghanistan remained one of the main countries of origin of applicants last year; the 42 745 applications for 2014 represented a 53 % increase compared to 2013. It also had the highest share of unaccompanied minors applying for asylum in the EU+ (6 155). There were more than 14 000 Ukrainian applicants, which was a 13-fold increase compared to 2013.
The report also looks into key asylum related developments in 2014 such as the Task Force Mediterranean, reception capacity in the Member States, developments in national asylum systems and EASO support. Amongst other things, EASO continued to provide operational support to Greece, Italy, Bulgaria and Cyprus and successfully piloted join-processing projects and a project with Malta and Italy on facilitation of irregular migrants. EASO has trained over 2,800 asylum and reception officials. Moreover, EASO held external dimension activities with a number of states including Turkey, Serbia, Jordan, Morocco and Tunisia. Furthermore, EASO launched new statistical data collection under its Early warning and Preparedness System (EPS), which sees contribution from all EU+ states on a monthly basis, adding to information available from Eurostat.
Latest figures for 2015 show that the number of applications for international protection continues to rise. In the first 5 months of this year, there was a 68% rise in the number of applications for international protection in the EU+ compared to the same period last year. This follows the 43 % increase in the number of applications in 2014 compared to 2013. In 2015 new trends seem to be emerging. The number of Kosovar applicants was very high until March 2015. Kosovo was the main country of origin of applicants registered in the EU+ between January and May 2015, ahead of Syria. This is despite the fact that the volume of Syrian applicants was higher than the level recorded over the same period in 2014. There has also been a substantial increase in the numbers of Afghan applicants in recent months. Since January 2015, a significant rise in the number of applicants claiming to be unaccompanied minors has also been noted in the EU+. They primarily originated from Afghanistan, Eritrea, Syria and Somalia and were mainly received by Sweden, Austria, Germany, and Italy.

EASO publishes description of the Hungarian asylum system
In view of the high influx of asylum seekers to Hungary (which began in the last quarter of 2014), EASO conducted a mapping exercise of the Hungarian asylum system. Different expert teams, comprised of Member State experts and EASO staff, examined the institutional and legal framework as well as the operational procedures in place in Hungary in order to provide a descriptive overview of the practical functioning of asylum and reception. EASO will now work with the Hungarian authorities on a needs assessment of the Hungarian asylum system and stands ready to further support Hungary in the near future.
Upon request of the Hungarian Office of Immigration and Nationality (OIN), EASO conducted (from 16-20 March 2015) a mission to Hungary with the aim of mapping the Hungarian asylum system.The mission took place in the context of a very high influx of applicants for international protection in Hungary in the last months of 2014. Data provided by Hungary to EASO, in the framework of data collection under the Early warning and Preparedness System (EPS), indicated a surge in asylum applicants mainly from Kosovo (though higher numbers of Syrian and Afghan applicants were also noted). The vast majority of these persons irregularly crossed the land border with Serbia, applied for asylum and then implicitly withdrew their applications and travelled on to other EU Member States where they once again applied for international protection. Numbers registered in 2014 (more than 42,000 applicants) amounted to more than twice the previous highest numberof asylum applicants ever registered in Hungary[1] (since EU-level data collection on international migration statistics started in 2008). While numbers of Kosovar applicants have dropped off to normal levels since late February 2015, numbers of Syrian and Afghan applicants continue to rise.
The aim of the mapping mission, which was conducted by EASO and Member States experts (from Austria, Germany, Poland, Romania, Slovakia and Sweden), was to draft a description of the institutional and practical functioning of the Hungarian asylum and reception system, covering: access to procedure, procedures at first instance, reception, and detention on the basis of which a needs assessment could be conducted. Certain selected aspects of return of former applicants for international protection were also included.
EASO and Member State experts were divided into teams focusing on: asylum determination, registration and reception. The teams visited all regional directorates of OIN and offices of other national bodies with a major role in the system. Experts also met with representatives of UNHCR in Hungary, the Hungarian Helsinki Committee and other NGOs). The teams did not look into individual cases of applicants for international protection. This mapping report thus does not constitute an assessment of the Hungarian national asylum and reception system by EASO but should be considered as a detailed description of its functioning.
